Lokpal Bill and Anna Hajare's Satyagrah

I got this information from Twitter as to what Anna hazare is asking
the govt , people who are blindly opposing Anna hazare please go
through this:-

1.

Proposal in the Bill: Lokpal will not have power to initiate action
suo moto. Complaints forwarded by Speaker of Lok Sabha/ Chairperson of
Rajya Sabha to Lokpal would be investigated.

Anna's Demand: Lokpal will have powers to initiate investigations suo
moto in any case and also to directly entertain complaints from the
public.

2.

Proposal in the Bill: Lokpal is an advisory body. Lokpal, after
enquiry, will forward its report to the competent authority.

Anna's Demand: Lokpal will have the powers to initiate prosecution
against any one after completion of investigations in any case.

3.

Proposal in the Bill: Lokpal has no police powers. Therefore, Lokpal
cannot register an FIR.

Anna's Demand: Lokpal will be able to register FIR, proceed with
criminal investigations and launch prosecution.

4.

Proposal in the Bill: Lokpal will not have jurisdiction over
bureaucrats and officers, which fall under the jurisdiction of the
CVC.

Anna's Demand: Lokpal will have jurisdiction over bureaucrats and
officials along with politicians. CVC be merged into Lokpal.

5.

Proposal in the Bill: Bill silent on investigation of complaints against judges.

Anna's Demand: Lokpal will have powers to initiate investigations on
complaints of corruption against judges.

6.

Proposal in the Bill: Lokpal will consist of 3 members, all of them
being retired judges.

Anna's Demand: Lokpal would have 10 members. Out of them, 4 need to
have legal background (they need not be judges). Others could be from
any background.

7.

Proposal in the Bill: The selection committee for Lokpal consists of
PM and other politicians, who fall under Lokpal's jurisdiction. There
is a conflict of interest.

Anna's Demand: Selection committee consists of members from judicial
background, Chief Election Commissioner, CAG and certain international
awardees of Indian origin.

8.

Proposal in the Bill: Lokpal will not have powers to investigate any
case against PM, which deals with foreign affairs, security and
defence.

Anna's Demand: There is no such bar on Lokpal's powers.

9.

Proposal in the Bill: No time limit prescribed for completion of trial.

Anna's Demand: Trial should get over within one year.

10.

Proposal in the Bill: Lokpal does not have any powers to provide
protection to whistleblowers.

Anna's Demand: Lokpal will have powers to provide protection against
physical and professional victimization of whistleblowers.
